SSR programmes take time and involve more than just small changes to police doctrine or practice. SSR is a process rather than an event.

Our mentors and trainers characteristically adopt a “diagnostic approach”. Our policing or prison experts will analyse the situation, identify issues and investigate the causes. They will then work with the authorities to identify and implement working practices that resolve the issues using a collaborative, capacity building approach.
This diagnostic approach is preferable not only for police reform but also for reform of the judiciary, prisons, public administration or any institution charged with upholding human rights.
